When cities are hit by sudden public safety incidents such as natural disasters, toxic gas leaks, extreme air pollution and epidemics, the daily supply of fresh food for residents cannot be guaranteed. This paper constructs a multi-center demand-splittable model for residents' material distribution in emergency scenarios, aiming to solve the problem of distributing materials from urban emergency warehouses to residential areas in controlled zones. The comprehensive objectives of this model are to minimize the total distribution time and make full use of the service capabilities of each distribution center. Through case analysis, an improved genetic algorithm is used to solve the proposed model. The results show that the distribution scheme can comprehensively utilize the service capabilities of various distribution centers, ensure the efficient delivery of fresh food, and thus has practical significance.
