This study investigates the implementation of a blended teaching model in private universities within the Outcomes-Based Education (OBE) framework, focusing on teachers' instructional leadership practices and their ICT capabilities in college mathematics courses. By examining the OBE concept, instructional leadership practices of educators, ICT competencies of mathematics instructors, and the interplay between instructional leadership and ICT capabilities, this research seeks to integrate theoretical insights with practical applications through case analysis. It is anticipated that the exploration and application of this blended teaching model, grounded in teachers' instructional leadership and ICT capabilities within the OBE framework, will enhance students' interest in learning and improve both student learning outcomes and the instructional effectiveness of teachers.
