Abstract

Amid global value chain restructuring and digital trade expansion, the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) faces transformative opportunities in cross-border e-commerce. Integrating regional innovation theory and new structural economics, this study identifies institutional synergy, digital infrastructure, and industrial ecosystems as critical dimensions for sectoral advancement. While the GBA has achieved breakthroughs in customs facilitation and payment integration, persistent challenges include widening digital divides and supply chain vulnerabilities. The proposed "policy-market-technology" model advocates institutional openness to dismantle administrative barriers, digital twins for supply chain reconfiguration, and industrial internet platforms for innovation. Findings reveal high-quality development as a nonlinear synergistic process requiring the GBA's transition from cost to institutional advantages within China's "dual circulation" paradigm, offering dual theoretical-practical insights for digital trade transformation.
