Research on the Mechanisms and Pathways of Deep Integration of Coastal Sports and Cultural Tourism Industries in the Guangdong–Hong Kong–Macao Greater Bay Area Driven by the 15th National Games and the Para Games

The co-hosting of the 15th National Games of the People’s Republic of China and the National Paralympic & Special Olympic Games has provided a new opportunity for the in-depth integration of sports, culture, and tourism industries in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA). Taking the "dual-events-driven" context as the research background, this study explores the internal mechanism and implementation path of the integration of coastal sports, culture and tourism industries in the GBA based on the theories of collaborative governance, value chain, and system dynamics. Through literature analysis, field interviews, and expert consultation, the study systematically analyzes the immediate effects of the events, collaborative governance practices, utilization of venue legacies, technological spillover, and sustainable development. The results show that: in the short term, the 15th National Games and National Paralympic & Special Olympic Games have significantly increased the visitor flow and brand exposure of coastal cities, and promoted the upgrading of transportation, information technology, and barrier-free infrastructure; the practice of cross-border event rule recognition and process simplification has enhanced regional governance coordination, yet institutional differences and information barriers remain constraints. The value of event legacies depends on the diversified operation of venue functions and the in-depth integration of cultural resources, while digital technology and intelligent equipment innovation are becoming key drivers for industrial spillover and consumption extension. Meanwhile, the concept of green low-carbon development and the construction of social inclusiveness provide institutional guarantees for the sustainable development of coastal sports, culture and tourism industries. The study concludes that "post-event economy" thinking should be embedded in event planning, and a normalized cross-regional event collaboration mechanism and data sharing platform should be established to promote technology empowerment and barrier-free system construction, thus realizing the long-term linkage from "event-driven" to "industrial symbiosis".
