Institutional Empowerment, Technological and Cultural Equity: A Multidimensional Governance Model for University Education to Bridge the Gender Digital Divide

Against the backdrop of the comprehensive advancement of China’s "Digital China" strategy, the issue of the gender digital divide has become increasingly prominent, manifested in women’s systemic disadvantages in accessing digital skills, opportunities for technology use, and participation in digital occupations. As a core venue for technology dissemination and talent cultivation, universities urgently need to explore a collaborative governance path integrating institutional empowerment and technological equity. This study finds that the gender digital divide in university environments is shaped by the interplay of multiple structural barriers, including institutional, technological, and cultural factors, which demands systematic governance strategies. By systematically analyzing the current status of gender disparities in university digital education, this research constructs a three-dimensional "Institution-Technology-Culture" governance model and proposes a comprehensive governance plan. Drawing on the experience of successful domestic and international cases, it refines replicable governance paths suitable for China’s national conditions, aiming to provide theoretical reference and practical guidance for promoting gender equality in higher education.
